Javier Montenegro
Javier has experience implementing migration policy and reintegration programs, electoral observation missions, and business incubators for SMEs. Recently, Javier served as Senior Project Officer at The Trust for the Americas – Organization of American States in Washington, D.C., where he managed development projects and led strategy efforts to launch a network of innovation laboratories in Jamaica, Mexico, Colombia, and Honduras. Javier also holds a BA in Government and Economics from Colby College and a Certificate in International Development and Social Change from the Middlebury Institute of International Studies. A UWC and Ruta Quetzal Alumnus, Javier has lived in Guatemala, France, Hong Kong, and USA. He is fluent in Spanish, English, and French.
