  • On 8-9 April 2025, the Council of Presidents of the United Nations General Assembly convened a meeting in Bratislava, Slovakia to host a conversation on today's most pressing global challenges ranging from the War in Gaza to the War in Ukraine. The meeting was attended by a record number of 14 former Presidents of the United Nations General Assembly (UNGA). The Bratislava Declaration emerged as a result of the discussion and "is aimed at advancing multilateralism and shared priorities," expressed the former President of the UNGA, Maria Fernanda Espinosa Garces.

  • On April 11, the UN Commission on Population and Developmen (CPD) concluded. The CPD failed to adopt an outcome document with delegates sharply divided about support for sexual and reproductive rights, and some questioning commitment to the 2030 Agenda for Sustainable Development.
  • On 10 April, the International Court of Justice (ICJ) began hearing Sudan’s case against the United Arab Emirates (UAE), which it accuses of being complicit in acts of genocide against the Masalit community in West Darfur by backing the paramilitary Rapid Support Forces (RSF). The hearings in The Hague, focus on Sudan’s request for the court, the UN’s principal judicial organ, to impose provisional measures to prevent further alleged grave human rights violations. Sudan’s military Government is alleging that the UAE has been directly supporting the RSF and allied militias, which have been involved in a brutal civil war with the national army since April 2023. The conflict has triggered one of the world’s worst humanitarian crises, claiming tens of thousands of lives and displacing over 12.4 million people – more than 3.3 million as refugees in neighbouring countries. The situation in Sudan is only worsening, with two out of three people needing aid (about 30 million people).

  • The UN Office for the Coordination of Humanitarian Affairs (OCHA) is cutting 2,600 staff who operate in more than 60 countries because of "brutal cuts" in funding, meaning the overall workforce will be reduced by 20% with a funding gap of US $60 million, U.N. humanitarian chief Tom Fletcher said in a letter last Friday, 11 April. He explains, “The humanitarian community was already underfunded, overstretched and literally, under attack” before the recent funding cuts.

  • After the recent earthquake had killed more than 3,600 people in Myanmar, military operations continue despite the ceasefires that were declared as a result of the earthquake. UN agencies are calling for additional funding and support to be provided, including $241.6 million while also utilizing the $134 million from the 2025 Humanitarian Needs and Response Plan for Myanmar. The aid would go toward those in the most-affected regions, including more than nine million people across 58 townships, with thousands of buildings, including hospitals and schools, reduced to rubble. Aftershocks continue to rattle the hardest-hit regions, exacerbating an already dire humanitarian crisis.

  • As governments and global markets struggle to deal with the deep concerns and disruptions caused by volatility over trade tariffs, Rebeca Grynspan, the head of the UN trade and development agency (UNCTAD), stressed that the poorest countries – whose activities have a negligible effect on trade deficits – should be exempt.

A paradigm shift is necessary: ultrasociality should be our starting point in understanding international relations and crafting policy. Ultrasociality is a human predisposition to be other-regarding, empathic, and inclined to seek wide-scale cooperation, even among strangers. The scholarly study of international relations, whose theories and prescriptions regularly filter into popular discourse has largely focused on explaining why we cannot trust each other, how self-interest dominates the system of states, and why the miscalculation and fear of leaders regularly triggers brinksmanship, oftentimes spiraling to the precipice of war. But as a species, we are actually not self-interested and power maximizing by nature. In Why There’s Always a Path to International Cooperation: Human Ultrasociality Matters in International Relations, Mai’a K. Davis Cross, Dean’s Professor of Political Science, International Affairs, and Diplomacy and Director of the Center for International Affairs and World Cultures at Northeastern University draws on her new book, International Cooperation Against All Odds: The Ultrasocial World (2024, Oxford University Press) to show that time and time again, societal movements have galvanized citizens across the globe on the basis of compelling ideas that tap into our ultrasocial tendencies and imagine a better future. The European integration project, space exploration, the agreement not to use nuclear weapons, and net zero carbon emissions are pivotal examples of major turning points in how we have tackled global security problems.

It has been popular for some time to focus on the drama of crisis and demise, and not the numerous successes made possible because of human empathy, altruism, and sociality. But Davis Cross argues that policymakers can capitalize on ultrasociality and use its logic to make empathic cooperation and new forms of global governance more likely.

Event Recap: Previewing the Fourth UN Conference on Financing for Development

The UN will be hosting the Fourth Conference on Financing for Development in Sevilla, Spain in mid-2025. On Monday, 14 April, Shari Spiegel, Chief of Policy Analysis and Development Branch in UNDESA's Financing for Development Office and SIPA Professors José Antonio Ocampo and Daniel Naujoks discussed the various issues on the global agenda. Spiegel highlighted the comprehensive new agenda and the links between climate and development finance. She also stressed that while multilateralism is under attack, many member states and key stakeholders feel that the upcomig conference is a great opportunity to show that multilateral endeavors are more needed than ever. Ocampo, who serves as chair of the International Commission of Experts (ICE) on Financing for Development that has been created by the Govt of Spain to support the FfD4 conference, provided highlights from the report the Expert Commission produced. Naujoks emphasized that the draft outcome document contains many different aspects, including mobilzing domestic resources, domestic and international tax systems, private sector involvement, including FDI, Illicit Financial Flows, debt, drade, ODA, incl climate finance, science & innovation, data and a structural reform of the international financial architecture. It's important that the outcome document goes beyond a laundry list but includes tangible and transformative elements. In a discusion with students, the panelists touched upon the new political environment, as well as specific technical issues of refoming the Bretton Woods institutions.
