  • Early Sunday morning, 13 October, two Israel Defense Forces (IDF) Merkava tanks destroyed the main gate and entered the United Nations' position in southern Lebanon. The UN Interim Force in Lebanon (UNIFIL) reported UN peacekeepers at the same location have been “suffering effects” from smoke after several rounds were fired in its vicinity. The Mission stressed any deliberate attack on peacekeepers and breaching and entering a UN position are grave violations of international law and Security Council resolution 1701 (2006).
  • In a video message on Sunday, 13 October to UN Secretary-General António Guterres, Israeli Prime Minister Benjamin Netanyahu told the UN to get its peacekeepers out of Lebanon. He said, "It is time for you to remove UNIFIL from Hezbollah's stronghold and combat zones," and that UNIFIL presence there aims at providing, a "human shield" for Hezbollah.

  • A UN inquiry accused Israel of carrying out a “concerted policy” of destroying the health care system in Gaza in attacks it said amount to war crimes during its year-long conflict with Hamas. Israel’s actions in the besieged Palestinian enclave, “constitute the war crimes of willful killing and mistreatment and the crime against humanity of extermination,” the commission said in a statement last Thursday.

  • U.S. aims to revive a failed UN plan for the Lebanon War. State Department spokesman, Matthew Miller, said last Monday, 07 October,  “The outcome that we want to see is the full implementation of UN Security Council Resolution 1701.” Miller said that would mean the withdrawal of Hezbollah forces from the Israel-Lebanon border, and the deployment of UN and Lebanese army forces into the buffer zone in southern Lebanon.

  • The number of Sudanese refugees has passed half a million in South Sudan, with the numbers increasing to more than 810,000 from Sudan. Marie-Helene Verney, UNHCR Representative in South Sudan, states "the conflict in Sudan is hitting South Sudan harder than any other country in the region." This is contributing to the mass displacement of Sudanese refugees in the region.

UN’s heads of Peacekeeping and Peacebuilding and the Director- General of the International Atomic Energy Agency, warns against “normalizing” the idea of using nuclear weapons.

"The risk of the world’s major powers engaging in conflict  is at its highest level since the Cold War, and the possibility of nuclear war breaking out is greater today than it has been for several decades.

On the final episode of Focus on the Future, Conor Lennon and Ben Malor from UN News concentrate on international peace and security, and how the Pact for the Future could help to reduce tensions."

You can listen to this episode here.
IO/UNS Student Spotlight

This week, we are excited to introduce Jiawen (Kevin) Li (MIA, HRHP, 2026)!

Kevin is passionate about multilateralism and global governance because they create opportunities for states to collaborate more effectively in upholding international law and advancing human rights. His experiences with NGOs and international organizations have shown him how global governance can foster meaningful, lasting change across borders. Kevin envisions a more inclusive United Nations, one that amplifies diverse voices and moves beyond any singular ideological dominance. A UN that truly represents the global community can better address pressing challenges, from conflict resolution to human rights protection. He is especially committed to improving human rights worldwide, particularly in China, through the UN's frameworks and collective mechanisms.

With perfect pitch, Kevin has a deep appreciation for both classical and electric instrumental music. He also thrives on teamwork and coordination through esports as a top 100 (~0.000056%) Support player in League of Legends Mobile in China.

As the United Nations is embracing an ever more universal development agenda, it needs to transform and expand its operational functions accordingly. Currently, the UN’s operational activity in global sustainable development is directed exclusively at developing countries – in contrast to its other pillars, namely human rights and peace and security.

In Universalizing UN Development: A Forgotten Task for Effective Multilateralism, Max-Otto Baumann, senior researcher at the German Institute of Development and Sustainability and Adolf Kloke-Lesch, former Director General of the German Federal Ministry for Economic Cooperation and Development (BMZ) and former Executive Director of the Sustainable Development Solutions Network (SDSN) Germany, argue that the UN must build up an operational cooperation function within high-income countries. They are argue that this is imperative to if the UN wants to effectively address the challenges of global sustainable development. With growing pressure on planetary boundaries, interlinkages between countries (including through spillover effects), and the “blurring of North-South boundaries”, the need for sustainable development can no longer be seen as a function of a country’s (lower) income status. In addition, there is a political need for a new global governance, marked by equal relations and mutual accountability of UN member states. The present UN development system operates as a shadow of the traditional development cooperation regime, which is based on the concept that one group of countries has the problems and the other the solutions. If the UN development system is mainly understood as a service provider for “developing countries” only, funded by the rich countries, it only perpetuates symbolic inequalities and fosters operational weaknesses.

Universalizing UN development work requires and presupposes a profound conceptual change but Baumann and Kloke-Lesch argue that this change would be rather inexpensive and they propose practical steps towards universality and a global agenda beyond 2030.

The Forever Crisis: Adaptive Global Governance for an Era of Accelerating Complexity
1302 IAB & Online
RSVP here

Today’s polycrisis means we are locked in perpetual battle against risks that feel one step ahead of us. Whether the accelerating impacts of climate change, newly emerging deadly viruses, fast-spreading wars, or artificial general intelligence, our responses are slow and often poorly fit to the problem. On UN Day, join us for a book talk with Professor Adam Day on his new book The Forever Crisis that offers an innovative approach to global governance in an era of interrelated planetary challenges. Day, who also serves as Head of the Geneva Office of the UN University Centre for Policy Research, argues that the complexity of today’s risks requires a complex, adaptive response. Drawing from complex systems like ant colonies, central nervous systems, galaxies, and markets, The Forever Crisis offers concrete, actionable proposals for evolving our global governance system. It provides scholars and policymakers with a dynamic approach to addressing the systemic risks facing the planet today and tomorrow.
