Int'l Organizations & UN News #9/2023

International Organizations and UN News #9/2023 - March 21, 2023

Dear IO/UNS Community,

We hope that you had an amazing and productive Spring Break! As we all rejoin the Morningside Campus, we should also reconnect with the UN System through upcoming IO/UNS events and recent news regarding the intergovernmental organization. For instance, a recent report of the Intergovernmental Panel on Climate Change (IPCC) indicated that temperatures have already risen to 1.1 degrees Celsius above pre-industrial levels, a consequence of more than a century of burning fossil fuels, as well as unequal and unsustainable energy and land use. This has resulted in more frequent and intense extreme weather events that have caused increasingly dangerous impacts on nature and people in every region of the world.

In this newsletter, you will find:
  • News from the UN
  • What We're Listening To: Synthesis Report - Address by Secretary-General António Guterres
  • IO/UNS Student Spotlight
  • Events at SIPA and Beyond
  • Internship Opportunities

  • On 17 March 2023, Pre-Trial Chamber II of the International Criminal Court (ICC) issued warrants of arrest for Russia’s president Vladimir Putin and Maria Alekseyevna Lvova-Belova, who serves as Commissioner for Children’s Rights in Putin’s Office. Both are allegedly responsible for the war crime of unlawful deportation of children and that of unlawful transfer of children from occupied areas of Ukraine to Russia. As observers state "the ICC does not exist in a geo-political vacuum, and its impact on international relations also deserves careful attention”, which is why we need to "observe how the difficult tensions between justice and peace will play out in a very high stakes geopolitical context."

  • During a dialogue with women civil society leaders in the UN General Assembly Hall on Monday, March 13, Secretary-General António Guterres heard about the critical need to make the internet safer for women and girls – and to ensure that they are equal participants in global conservations, both online and in-person. “Many of the challenges we face today – from conflicts to climate chaos and the cost-of-living crisis – are the result of what is a male-dominated world with a male-dominated culture, taking the key decisions that guide our world,” António Guterres mentioned. • The UN food agency in Afghanistan announced on Friday, March 17, that a lack of funds has forced deep cuts to life-saving assistance in March for at least four million people. The World Food Programme (WFP) appealed for urgent funding for its operations in the country, where families are battling crisis after crisis, including growing hunger, since the Taliban takeover of 2021. Catastrophic hunger could become widespread across Afghanistan, and unless humanitarian support is sustained, hundreds of thousands more people will need assistance to survive, the agency said in an alert. Read more here.
  • A major UN “report of reports” from the authoritative Intergovernmental Panel on Climate Change (IPCC), outlines the many options that can be taken now, to reduce greenhouse gas emissions and adapt to human-caused climate change. If temperatures are to be kept to 1.5 degrees Celsius above pre-industrial levels, deep, rapid, and sustained greenhouse gas emissions reductions will be needed in all sectors this decade, the reports states. Emissions need to go down now, and be cut by almost half by 2030, if this goal has any chance of being achieved. The solution proposed by the IPCC is “climate resilient development,” which involves integrating measures to adapt to climate change with actions to reduce or avoid greenhouse gas emissions in ways that provide wider benefits. • A specialized force must be deployed to urgently help Haitian authorities tackle a tsunami of gang violence, as rapes, sniper killings, and kidnappings become daily threats, the spokesperson for the UN rights chief said on Tuesday, March 21. “We are gravely concerned that extreme violence continues to spiral out of control in Haiti,” said Marta Hurtado, spokesperson for UN High Commissioner for Human Rights (OHCHR), Volker Türk. In the first two weeks of March alone, clashes among gangs left at least 208 dead, 164 injured, and 101 kidnapped. Read more here.

  • The UN Special Envoy for Yemen announced on Monday, March 20, the planned release of 887 conflict-related detainees from all sides along with other gains after concluding 10 days of negotiations to address the devastating eight-year-old conflict. “For hundreds of Yemeni families, today is a good day,” Special Envoy Hans Grundberg told reporters at a press conference in Switzerland. “Today, hundreds of Yemeni families can look forward to reuniting with their loved ones.” Read more here.

IPCC Synthesis Report - Address by Secretary-General António Guterres

We invite you to watch UN Secretary-General António Guterres’ video message for the press conference to launch the Synthesis Report of the Intergovernmental Panel on Climate Change from Monday, March 20th, 2023. Climate action is needed on all fronts: “everything, everywhere, all at once,” he declared, in a reference to this year’s Best Film Academy Award winner. The UN chief has proposed to the G20 group of highly developed economies a “Climate Solidarity Pact,” in which all big emitters would make extra efforts to cut emissions, and wealthier countries would mobilize financial and technical resources to support emerging economies in a common effort to ensure that global temperatures do not rise by more than 1.5 degrees Celsius above pre-industrial levels.

How to keep the United Nations Environmental Agenda in Times of Crisis

The outbreak of the COVID-19 pandemic has shaken political institutions and the ways they prioritize some issues over others. In the United Nations system divided into programs and agencies working on separate issue areas, such a crisis challenges those in charge of promoting long-term concerns. Professor Lucile Maertens and Dr. Luis Rivera-Vélez from the University of Lausanne share insights into how UN actors keep an issue, which is not seen as a priority, on the agenda in times of crisis? Based on an investigation of the UN environmental agenda in the context of the COVID-19 pandemic, Maertens  and Rivera-Vélez highlight the practices through which UN staff attempts to maintain the environment on the agenda at the operational and policy levels.

In conversation with Daniel Naujoks, Director, International Organization & UN Studies, School of International and Public Affairs and Fabien Cottier, Postdoctoral Research Scientist, Center for International Earth Science Information Network of Columbia University.

Columbia students, faculty and staff may attend in person; others please join us virtually. Please see the different registration options.
