A Conversation with Spain's Minister for Inclusion, Social Security, and Migration, Minister Elma Saiz

Join SIPA's Human Rights and Humanitarian Policy Concentration (HRHP) in welcoming Minister Elma Saiz for a presentation about Spain's labor mobility policies, refugee resettlement programs, and multilateral initiatives on migration pathways. Minister Saiz will also discuss various types of migration and policy responses, including circular migration programs and permanent migration. Minister Saiz will explain how the ministry is carrying out important inclusion strategies for vulnerable groups, such as developing entrepreneurship opportunities for seasonal migrant women workers from rural communities. This event will be translated from Spanish to English through an interpreter. Coffee will be provided. Please read below for more information on the event and featured guest speaker.

- complementary refugee resettlement programs in Spain, developed with USA and Canada so far, derived from the trilateral agreement

Minister Elma Saiz BIO:

Academic background

Degree in Law and Master's Degree in Tax Consultancy from the University of Navarra.

Political and professional career

Minister of Inclusion, Social Security and Migration (November 2023-present).

Regional Minister of Economy and Finance and Spokesperson of the Government of Navarre (2019-2023).

Director of the Navarre Institute for Equality and Family of the Government of Navarre (2012).

Government Delegate in Navarre (2008-2012).

Member of the Parliament of Navarre (2003-2007).

Collaborated in the Master's Degree in Business Law and in the Master's Degree in Tax Consultancy at the University of Navarra, as well as in the School of Legal Practice and in the Law Degree at the same university.

She lectured on the Master's Degree in Tax, Labour and Accounting Consultancy at the Public University of Navarra and has taught various professional qualifications.

She started her professional career in February 1999 as partner-director of IMEL, Consultoría Jurídico Tributaria, S.L.
