Mr. Jamal currently serves as the Coordinator of the Second Global Refugee Forum, leading on political engagement and organisation for UNHCR's multilateral, multistakeholder event designed to increase support for refugees and refugee hosting states. He formerly served as the United Nations High Commissioner for Refugees Representative to South Sudan, one of UNHCR's largest and most challenging operations. He has also been serving concurrently as the Humanitarian Coordinator/UN Resident Coordinator ad interim, during which time he has spearheaded efforts to respond to massive flooding in concert with international agencies and government. Arafat's previous post was as Head of UNHCR's Partnership and Coordination Service, where he focused on fostering inclusive and optimized collaboration with UN, civil society, NGO and sports partners. Arafat has an extensive background in managing displacement emergencies (Syrians in Jordan 2011-2012, Libya 2011, Lebanon 2006, Sierra Leoneans in Guinea 1999, Western Afghanistan 1998-1999, Rwandans in Zaire 1998), and is the author of several papers focusing on topics including long-term exile, minimum standards and essential needs, the practical meaning of refugee protection; and the political and strategic implications of resettlement.
