How States Use the UN General Assembly to Create International Obligations

Resolutions adopted by the UN General Assembly are often framed in normative language. Yet, they acquire legal significance only to the extent that states find it desirable or convenient. In her talk on her new book, Empirical and Theoretical Perspectives on International Law: How States Use the UN General Assembly to Create International Obligations (Cambridge University Press 2022), Professor Rossana Deplano, who directs the Centre for European Law and Internationalisation at Leicester Law School, sheds light on the processes through which UN General Assembly resolutions acquire legal significance through state practice. She shows how states attribute legal significance to resolutions in three different contexts: at the time of adoption, within domestic law and in international practice. The insights are quintessential to understand the making and politics of public international law. 

In conversation with Professor Yasmine Ergas, Director of SIPA's Gender and Public Policy specialization and Professor Daniel Naujoks, Director of SIPA's International Organization and UN Studies specialization.

In mid-November, students, scholars, and faculty all descended on Sharm El Sheikh Egypt for this year's twenty-seventh Conference of the Parties (COP). Now that the conference is wrapped up, what exactly happened there? And what were the major treaty negotiations that came out of this Conference? Co-sponsored by the Human Rights Grad Student Group and SIPA Career Services, we welcome you to join faculty Robbie Parks, Paige West, and current MA student Alejandro Daly, former MPA student Eduarda Zoghbi and Saswati Bora at Nature Conservancy for a conversation on their experiences as observers at COP moderated by current SIPA MA student Aparajita Suresh Rao. JOBS & OTHER OPPORTUNITIES 

Research Assistant, Europe and Central Asia Human Development Unit, World Bank
Application Deadline: ASAP

We are looking for a Research Assistant interested in working on social services for children and the elderly in the Western Balkans, in addition to providing general support to the World Bank’s Europe and Central Asia Human Development unit. Specifically, we will start a policy research program on constraints to developing a care (child care, long-term care, home care, etc.) economy in the Western Balkans. The work will require independent research (mostly based on secondary sources), ability to draft policy reports on social services, and coordinating consultants and firms involved in preparing some of the background analyses. We are looking for someone entrepreneurial, with a track record of solid policy research, able to work independently, and with good English writing skills. Knowledge of statistics and STATA is a plus, but not a must. 

The work will start in January 2023 and will last for a year at least. Depending on the candidates’ profile and availability, we can offer a contract ranging between 50 and 150 days of work per year. It can thus be an almost full-time job or a job for students still pursuing a Ph.D. or Master’s degree. Interprofessional Education and Practice (IPEP) Fellowship
Application Deadline: Thursday, January 6, 2023

Interprofessional education and practice opportunities are increasing in demand and a crucial component in how public health and the allied health fields address health disparities in vulnerable communities, and are a major priority area for the Mailman School of Public Health. With the IPEP fellowship, we aim to expand the highly successful Puerto Rico Fellowship overseen by the Office of Field Practice. The Fellowship offers exciting community-based experience to Fellows, and it is also designed to provide long-term, sustained support for key community partners.


The IPEP Fellowship includes a seven-session online evening seminar designed to provide Fellows with an in-depth knowledge of Interprofessional Education, service-learning and community engagement through an interactive learning curriculum. This is followed by an interprofessional practice-based experience in the summer offered in a variety of under-resourced communities in Puerto Rico, the US/Mexico Border and Northern Manhattan. We will be having two information sessions for students interested in the IPEP Fellowship on November 21 from 6:30 to 7:30 and December 2 from 12:00 to 1:00 should they have questions about the Fellowship prior to applying. J-PAL Annual Recruitment Drive 
J-PAL's Annual Recruitment Drive has launched. This drive is widely visited by talented candidates seeking research, policy, training, and education positions. Between November 23, 2022 and the close of the drive on January 10, 2023, we expect to receive around 2,000 applications from candidates world-wide.

The J-PAL/IPA Common Application enables J-PAL, IPA, and partner organization staff to easily search, filter, and review applications. Applications will be made available for affiliates and hiring managers to review on a rolling basis.

All research-based job postings submitted to the J-PAL Careers website while the recruitment drive is open will be included in the drive. J-PAL, IPA, and partner organizations may submit job postings to the administrative staff responsible for recruitment at their respective offices. Please reply to this email, cc'ing jobs-admin@povertyactionlab.org, if you have any questions about job postings or viewing applications.

We are pleased to continue to  offer a centralized coding test developed by J-PAL, with input from a number of affiliates who frequently hire through the recruitment drive. The test is available for the General Data Research Associate position and can be added to other positions by request. It aims to reduce the burden on applicants, some of whom are asked to take separate tests for many different positions. It covers basic data handling, cleaning, and analysis skills. A copy of the test is available on the jobs portal and the grading rubric will be made available on request. To request the test be sent to a candidate, please scroll to the “Coding Test” section on the applicant’s page and click “Request a Coding Test.” Candidates will have 7 days to take the test and the response will be graded by J-PAL staff. Candidate responses and scores will be made available on email and on the Jobs Portal. NYC BEYOND SIPA 











Hoi Polloi, the Asian-Inspired Cyberpunk Food Hall & Beer Garden

New York City will get a taste of Asia's nightlife and culinary scene thanks to Tangram's new food hall and beer garden (hoi polloi). The food hall has been in the works for over seven years and promises to elicit the same energy and atmosphere as the open-air markets found in Singapore, Hong Kong, Beijing, and Taipei.

At the back of the dining destination, visitors will stumble upon hoi polloi, the neighborhood’s first beer garden. The phrase originally stems from the Greek term for “the common people.” Guests can check out live entertainment, a unique gaming alcove, and three private event spaces. Stay for a while and enjoy the neon LED lights, disco ball, and colorful graphics. Similar to the rest of the project, sounds by DJ Samu will honor the people of Queens through Hip Hop, Latin, Afro, House, Dance, Pop, and RnB. Visitors will be able to make their way to the dance floor glowing with a hundred balls of light on Fridays and Saturdays with a spinning DJ from the second-floor booth.
