The IO/UNS Team wishes you a good start of the Spring 2023 semester! As the activity of the United Nations spans across a wide variety of topics and issues, we want to highlight some vital endeavors of the organization that took place recently.  

On Friday, January 27, the global community commemorated the International Day of Commemoration in Memory of the Victims of the Holocaust.  The date marks the anniversary of the liberation of the Nazi Concentration and Extermination Camp of Auschwitz-Birkenau by Soviet troops on 27 January 1945. It was officially proclaimed, in November 2005, by the United Nations General Assembly. In this context, the UN Secretary General António Guterres told during the annual ceremony, held at the historic Park East Synagogue in New York, that “the Holocaust did not happen as a ‘lesson’ for humanity, but it did happen. And because it happened, it may happen again.”

The UN’s contribution to addressing the issue includes the Secretary-General’s Strategy and Plan of Action on Hate Speech, proposals for a Global Digital Compact for an open, free, inclusive, and secure digital future, and a code of conduct to promote integrity in public information.

  • UN Secretary-General António Guterres has warned that the fight against terrorism will never succeed if we perpetuate the “denial and destruction” of human rights. Speaking at the ninth meeting of the UN Global Counter-Terrorism Coordination Compact in New York, on January 25, he urged for all counter-terrorism policies and initiatives to be “firmly grounded” within their defense. “Combating terror must never be used as an excuse for trampling on people’s human rights,” he said. The UN chief said that the Compact’s work was now “more important than ever”. Read more here.
  • Antisemitism has been described as the canary in the coal mine of freedom, and with hateful bigots and dangerous conspiracy theorists now finding willing audiences online, UN Secretary-General António Guterres on Saturday said, “we must pledge to speak out wherever we witness hate and to stand up for human rights and dignity for all.” Because of the global reach of novel technologies and multiple opportunities to amplify pernicious ideas, potential “consequences are as troubling as they are dangerous,” he stressed, and recalled that on Friday, January 27, during the UN General Assembly’s annual Holocaust Memorial Ceremony, he had launched an appeal to stop the hate and set up guardrails. Read more here.

  • The UN High Commissioner for Human Rights stressed that here is a general recognition across Venezuela’s political and social spectrum of the need for reform, wrapping up a trip to the country during which, among others, he heard complaints of arbitrary detention and torture. “Following my meeting with President [Nicolás] Maduro, he publicly expressed his readiness to work towards improving the justice system. This is a key area for reform, and I offer the support and expertise of my Office to pursue this,” Volker Türk told reporters in Caracas at the end of his three-day visit. Read more here.

  • The UN chief and top officials have strongly condemned the suicide bombing at a mosque in Peshawar, Pakistan on Monday, January 30, that left at least 59 dead and 150 injured. News reports stated that a militant group has claimed responsibility for the attack, which occurred at a crowded mosque. Reports showed that the bombing caused the roof to collapse on top of those inside. Read more here.

  • Whilst hate speech is nothing new, it has arguably been super-charged by the internet, which has allowed lies, conspiracies, and threats to instantly spread around the world. Laying Down Tracks Podcast: Episode 1 - Food Access

Together, the UN Food Systems Summit and Sourcing Matters launch their thought-provoking podcast series, Laying Down Tracks. This inspiring 9-part miniseries, led by Aaron Niederhelman, will feature world experts on issues related to world hunger, malnutrition, climate change, and much more. Focused on the real experiences of rolling out the United Nations Sustainable Development Goals, each episode will bring forward solutions through motivating discussions. “One of the exciting things about the summit is that it brings these five different communities together. There's the community that I'm immersed in; hunger, nutrition, and food safety - but there are these other communities involved. People that are worried about climate, environment, livelihood, and resilience. Food systems affect all of those things, and all of those things affect food systems," Said Dr. Lawrence Haddad, Executive Director of the Global Alliance for Improved Nutrition (GAIN) and Chair of the UN Food Systems Summit Action Track 1, as he kicks off the conversation as co-host with Aaron Niederhelman. This week, please meet Christoph Lhotka (MPA/EPD ‘24).

Christoph thinks that multilateralism and global governance are important frameworks that make our world a safer and more sustainable place. The interplay of these transnational networks ensures overarching prosperity by achieving major objectives, such as the Sustainable Development Goals. Christoph worked in the World Bank's Finance, Competitiveness & Innovation Global Practice (FCI GP) and attended multiple MUN's around the world, including at the UN HQ in NYC.

Please join Columbia International Arbitration Association Please for a lunch lecture with Mushegh Manukyan, "Conflicts among 220+ nationalities: mediating in the United Nations workplace." The event will consist of a short 20-30 minutes lecture, followed by a Q&A session with the audience.

More about the speaker:
Mushegh Manukyan manages the Mediation Unit of the Office of the Ombudsman for United Nations Funds and Programmes being responsible for building and overseeing the Global Mediation Panel. Mushegh is an international attorney, mediation pioneer, and arbitration counsel. He is also Pro Bono Counsel at Enveritas, a company that provides sustainability assurance for the coffee industry. Before joining the United Nations, he served as a mediator at the D.C. Court of Appeals and The World Bank Group’s Compliance Advisor Ombudsman and focused on encouraging mediation globally, especially in the context of investor-state disputes. He has extensive experience in mediation and arbitration, as well as in representing foreign companies in various complex matters. Most recently, he practiced international dispute resolution at Three Crowns LLP (Washington, D.C. office).

Harmony in a world in crisis

World Interfaith Harmony Week is an annual event observed during the first week of February, after General Assembly designation in 2010. The General Assembly pointed out that mutual understanding and interreligious dialogue constitute important dimensions of a culture of peace and established World Interfaith Harmony Week as a way to promote harmony between all people regardless of their faith. Recognizing the imperative need for dialogue among different faiths and religions to enhance mutual understanding, harmony and cooperation among people, the General Assembly encourages all States to spread the message of interfaith harmony and goodwill in the world’s churches, mosques, synagogues, temples and other places of worship during that week, on a voluntary basis and according to their own religious traditions or convictions. This year’s focus will be in regard to addressing future pandemics and natural catastrophic events that adversely impact the health and wellbeing of peoples, as well as accentuate already-existing inequities.

Note: Attendees are asked to arrive at the United Nations visitor's entrance at 45th Street and 1st Avenue at 9:15AM to receive their admission passes.

What Makes Ukraine Resilient in an Asymmetric War?

Please join the Ukrainian Studies Program at the Harriman Institute for a presentation by Oleksandra Keudel.

Ukraine revealed puzzling resilience in the face of the full-scale Russian invasion on 24 February 2022. Local authorities, in particular, continue to provide public services and respond to crises arising from Russian attacks on critical civilian infrastructure and housing and massive internal displacement. This survey illuminates how local authorities ensure the effectiveness and legitimacy of their emergency responses using elements of collaborative and anticipatory governance.

These findings also highlight a shifting social contract in Ukraine towards partnership between authorities and citizens as a foundation for democracy more broadly. The study was commissioned by the Congress of Local and Regional Authorities of the Council of Europe and co-authored with Oksana Huss (Bologna University). The event will be moderated by Mark Andryczyk (Harriman Institute).

UNIDIR Invitation: The 2023 Cyber Stability Conference

The United Nations Institute for Disarmament Research (UNIDIR) is pleased to invite you to the 2023 Cyber Stability Conference (CS23), titled “Use of ICTs by States: rights and responsibilities under the UN Charter”. Nearly a decade ago, States agreed that international law is applicable and essential for a secure, stable, peaceful information and communications technology (ICT) environment. The remaining question is how international law applies to the use of ICTs by States. To facilitate focused future deliberations and therefore meaningfully contribute to the advancement of multilateral negotiations, CS23 will focus on the first source of international law that States agreed on as being applicable in cyberspace – the Charter of the United Nations (UN). Specifically, CS23 will investigate the rights and obligations of the UN Charter applicable to cyberspace, including legal principles and thresholds related to the topics such as the use of armed force; armed attack and self-defence; role and powers of the UN Security Council; and peaceful settlement of disputes.

Decolonizing Refugee Governance

As political instability around the world displaces larger and larger numbers of people, the international community struggles to institute an adequate and equitable arrangement to meet its obligations to protect refugees; repatriation is more often than not impossible, refugees face deplorable conditions in camps as well as inadequate paths to local integration and resettlement, and burden sharing amongst states is highly inequitable.

In 2020, 86% of the world’s 25.6 million refugees were hosted by low and middle income countries.  An increasing number of critical scholars are bringing a decolonial lens to the analysis of these failures, tracing the root causes to the colonial origins of international refugee legal frameworks.

As Antony Anghie writes in his seminal book Imperialism, Sovereignty and the Making of International Law, international law cannot be separated from the European colonial project that it was created to support, justify, and prolong. These analyses connect the historical use of international refugee law as an instrument of racial discrimination, cultural subordination, and economic exploitation to the unequal burden-sharing, inadequate standards of protection, and racial undertones of today’s international refugee governance regime.This discussion will trace the international refugee governance regime from the racism and colonialism embedded in its epistemology to the ideological fallacies of the mainstream discourse on reforming the regime, ultimately arriving at the question: what would it mean to decolonize refugee governance? And how do we get there?

UNDP Internship for Data and Analytics

Required Skills and Experience
Interns are selected on a competitive basis. Applicants to UNDP internships must at the time of application meet one of the following academic requirements:

(a) Be enrolled in a graduate school programme (second university degree or equivalent, or higher);
(b) Be enrolled in the final academic year of a first university degree programme (minimum Bachelor’s level or equivalent);
(c) Have graduated with a university degree (as defined in (a) and (b) above) and, if selected, must start the internship within one-year of graduation.

Office of the High Commissioner for Human Rights - Human Rights Intern

The intern shall support OHCHR in fulfilling its mission: to work for the protection of all human rights for all people; to help empower people to realize their rights; and to assist those responsible for upholding such rights in ensuring that they are implemented.

This internship is an UNPAID and full-time engagement that provides a framework through which students from diverse academic backgrounds gain exposure to the work of the United Nations by way of their service within Secretariat entities. 

Based in New York, United States of America, under the overall leadership of the High Commissioner, the intern reports to the respective Chief of Section or Human Rights Officer in the area of assignment. This internship will be offered for an initial period of two (2) months, renewable for a combined period of six (6) months.
