Message from José Antonio and Jenny

Like all of you, we were horrified, saddened and angered by the cruel and senseless killing of George Floyd at the hands of police officers in Minneapolis in late May – the latest death of an unarmed African American from brutal police tactics and systemic racism in the US. Over the past two weeks, we’ve also been inspired to see the outpouring of protests, solidarity and calls for change, not only in the US but across the globe. This week, concrete proposals for police reforms and other changes began to emerge in New York and elsewhere, which will hopefully be pushed forward in the months ahead. But undoing centuries of institutional racism in the US will be a longer and more difficult process.

We know that the last few months have been tumultuous for all of you, and that the recent events in the US have been difficult to witness – especially for those of you who have experienced racism, discrimination or violence in your own lives. As mentioned below, there are a range of wellness resources available through OSA and through University Life that we hope you’ll check out and take advantage of. Your wellbeing is extremely important to us.

Although the main focus of the EPD concentration is on issues, debates and policy options affecting developing countries, there are clear parallels between issues of racial inequality and injustice in the US and the social and economic inequalities in many other countries – often rooted in similar colonial histories of oppression. The COVID-19 pandemic has only exacerbated these injustices, disproportionately impacting communities of color, low-income neighborhoods, women and other marginalized groups in the US and other countries. In the coming school year, we look forward to organizing and co-sponsoring events that will explore these themes and constructive policy responses. In our own courses, we will also be reflecting more on these issues, and inviting other EPD faculty to do the same. We welcome your suggestions for other steps we can take to make our concentration more inclusive, and to challenge racism, inequality and injustice in any form.

For more background on systemic racism in the US, the award-winning filmmaker Ava DuVernay recently made her 2016 documentary, 13TH (about the 13th Amendment to the US Constitution), available for free on YouTube: https://www.youtube.com/watch?v=krfcq5pF8u8&t=2083s     Among others, it features an interview with SIPA Professor (and former NYC Mayor) David Dinkins.

Thinking of you all and wishing you well,
José Antonio and Jenny

Faculty Spotlight: Maria Victoria Murillo
Over the summer, we will highlight some of SIPA and EPD’s core faculty members! Feel free to explore faculty profiles and the classes that they teach at SIPA.

Professor Murillo is a Professor of Political Science and International and Public Affairs. She serves as Director of the Columbia Institute of Latin American Studies

During the 2020-2021 academic year, she will be teaching the State and Society in the Developing World (INAF U6412) course, which is one of the core political development classes in the EPD curriculum and is open to both first and second year students. This course seeks to make students think about what development means and its implications for the actors involved, who are the winners and losers of policies associated to diverse understandings of development. The emphasis is on the political economy of policymaking and on thinking out-of-the-box about policymaking that is not ‘one size fits all’, trying to consider everyone that is affected and their perspectives. The course does not discuss policy solutions but social science theories that help us understand policy effects and coalitions.

Professor Murillo’s research interests lie in institutional weakness in Latin America. Recently she has explored voting behavior in Latin America and the non-ideological determinants of the vote from economic performance to clientelism and how that shapes parties ability to shift their policy offers. Her other work explores the impact of the commodities boom on political and contentious dynamics and the distributive politics of conservation.

See below for links to Professor Murillo’s published books and works:

The Politics of Institutional Weakness in Latin America

Understanding Institutional Weakness: Power and Design in Latin American Institutions

Non-Policy Politics: Richer Voters, Poorer Voters and the Diversification of Electoral Strategies

Protest of Abundance: Distributive Conflict Over Agricultural Rents During the Commodities Boom in Argentina

Finally, a fun fact: Professor Murillo is a potter! Below are some pictures of her beautiful pottery.
